The Quality Self-Assessment Tool

The Hawaiʻi Out-of-School Time (OST) Quality Self-Assessment Tool helps program reflect on their practices, recognize strengths, and identify next steps for improvement. Designed as a companion to the Hawaiʻi OST Quality Guidelines, the tool supports programs in strengthening the experiences and opportunities they provide for youth.

Using the tool, programs can reflect on their current practices, identify priorities for improvement, and take steps toward continuous quality improvement.

The Framework

The self-assessment is grounded in the Hawaiʻi OST Quality Framework and focuses on three core areas of program quality:
  • Pilina (Relationships): Building strong, supportive connections among youth, staff, families, communities, and ʻāina.
  • ʻIke (Learning & Development): Creating engaging learning experiences that support youth growth, curiosity, and exploration.
  • Alakaʻi (Program Administration): Strengthening leadership, systems, and program operations that support high-quality programs.

Who Should Use the Tool?

OST program directors
  • Site coordinators
  • Program staff teams
  • Community-based youth programs
Programs are encouraged to complete the assessment as a team to support shared reflection and improvement.

How the Self-Assessment Works
1. Review the Quality Indicators
Read through the indicators to understand the key practices that support high-quality OST programs.

2. Reflect and Rate Your Program
Use the 1–5 rating scale to assess your program’s current practices. The tool aligns with the Pilina, ʻIke, and Alakaʻi framework from the Hawaiʻi OST Quality Guidelines.

3. Discuss with Your Team
Connect with your team to share perspectives and identify strengths and areas for improvement.

4. Celebrate What’s Working & Identify Priorities for Growth
Recognize and celebrate the practices your program is doing well. Use your ratings and reflections to choose 1–2 focus areas to strengthen.
