These updated guidelines incorporate emerging practices and adapt to changes in the OST field, reflecting lessons learned over the past few years. They are grounded in best practices, youth development principles, health and safety regulations, and input from diverse stakeholders and youth in Hawaiʻi.

Recognizing the uniqueness of each program, the guidelines provide a flexible framework of best practices that define a quality OST program.

The Framework

The guidelines are organized into three core areas. Each core area includes a list of quality indicators—specific detailed descriptions to assess progress and performance—designed to guide OST programs in meeting the needs of young people and their families while honoring Hawaiʻi's unique culture.

Overview of Core Areas
​1. Pilina (Relationships):
Pilina emphasizes the importance of building strong, supportive relationships between staff, youth, families, and the community. These connections are foundational for creating a safe, nurturing environment where youth thrive. Strong relationships foster trust, engagement, and a sense of belonging, which is critical for effective learning and development. 

2. ʻIke (Learning and Development):
ʻIke focuses on the educational and
developmental aspects of the program. It involves creating developmentally appropriate and culturally relevant learning opportunities that cater to the diverse needs of youth. This core area ensures that programs are designed to enhance academic skills, social competencies, and personal growth through engaging in meaningful activities. 

3. Alakaʻi (Program Administration):
Alakaʻi addresses the administrative and operational aspects of running a high- quality program. This includes effective management practices, staff development, and the implementation of policies and procedures that support the program's overall success. Strong administration ensures that programs operate smoothly and meet regulatory and quality standards.
