The Hawai‘i Out-of-School Time Quality Guidelines provide a shared framework to support high-quality afterschool and summer programs across the state. The guidelines help programs reflect on their practices, strengthen learning environments, and continuously improve experiences for Hawai‘i’s keiki and youth.

The Quality Self-Assessment Tool 

The Hawaiʻi Out-of-School Time (OST) Quality Self-Assessment Tool helps program teams reflect on their
practices, identify strengths, and determine next steps for growth. Designed as a companion to the Hawaiʻi OST Quality Guidelines, the tool supports programs in strengthening the experiences and opportunities they provide for youth.

The self-assessment is organized around the three core areas of the Hawaiʻi OST Quality Guidelines:
  • Pilina (Relationships): Building strong, supportive connections among youth, staff, families, communities, and ʻāina.
  • ʻIke (Learning & Development): Creating engaging learning experiences that support youth growth and exploration.
  • Alakaʻi (Program Administration): Strengthening leadership, systems, and program operations that support​ high-quality experiences.

Professional Learning Opportunities

​Professional Learning Opportunities help build staff capacity and strengthen program quality across Pilina, ʻIke, and Alakaʻi. Through in-person and virtual trainings, webinars, and our annual conference, educators, program leaders, or youth development staff gain practical tools, shared learning, and support to enhance their work with Hawai‘i’s youth.

Continuous Quality Improvement (CQI)
Continuous Quality Improvement (CQI) helps programs strengthen their practices through an ongoing cycle of reflection and improvement. Using the Plan–Do–Check–Act approach, programs set goals, implement strategies, evaluate progress, and refine their practices to better support Hawai‘i’s youth.
