Senator Schatz was successful in securing more than half a billion dollars in new earmark funding for Hawaii, as well as increased federal funding for the state. Heading into the next appropriations cycle, we take two types of appropriations requests: (1) programmatic funding, and (2) congressionally directed spending (also known as “earmarks”). Programmatic funding requests are for national programs that benefit Hawaii. Requests include topline funding, report language, or bill language. More information about programmatic requests can be found here. Congressionally directed spending (CDS) requests are for specific, one-year projects under certain accounts. Only state, local, tribal governments or nonprofits are eligible to request a CDS. More information about CDS requests can be found here. Examples of pas projects requested in the Senate can be found here. As we await the president’s budget request for FY24, now is the time to begin developing your programmatic or CDS requests.
