Heading into the next appropriations cycle, we take two types of appropriations requests: (1) programmatic funding, and (2) congressionally directed spending (also known as “earmarks”).
Programmatic funding requests are for national programs that benefit Hawaii. Requests include topline funding, report language, or bill language. More information about programmatic requests can be found here.
Congressionally directed spending (CDS) requests are for specific, one-year projects under certain accounts. Only state, local, tribal governments or nonprofits are eligible to request a CDS.
